The article presents an analysis of the concepts of “innovation” and “novation”, examines different views of scientists on pedagogical innovation, systematizes the regulatory framework for the introduction of innovations in educational practice. The authors conducted a survey of teachers and future teachers on their attitude to innovative practice in educational institutions of higher education, on the basis of which the ways to eliminate contradictions in the organization of innovation in education are proposed, the roles of the teaching staff and managers of different levels in the development of innovation policy in education are emphasized, strategic directions of innovative changes in universities are shown.
