V stat'e analiziruetsya sistema pravovyh form ogranicheniya publichnoy vlasti. Rassmatrivaetsya ih rol' v obespechenii balansa interesov gosudarstva i obschestva. Osoboe vnimanie udelyaetsya konstitucionnym mehanizmam, zakonodatel'nym iniciativam i sudebnoy praktike kak osnovnym elementam pravovogo regulirovaniya vlastnyh polnomochiy. Avtorom issleduyutsya i vydelyayutsya osnovaniya klassifikacii pravovyh form ogranicheniy publichnoy vlasti po istochniku, funkcional'nomu naznacheniyu, harakteru i sposobu, tipu pravovogo regulirovaniya, politicheskogo rezhima i territorial'nomu kriteriyu. Rassmotrenie razlichnyh pravovyh form ogranicheniya publichnoy vlasti deystvitel'no pozvolyaet ocenit' ih effektivnost' v raznyh pravovyh sistemah i kul'turnyh kontekstah.
