Based on the most general premises, the article defends the position that the category of «foundations» plays an important role in philosophical systems, natural and technical, humanitarian and social sciences, including jurisprudence, taken in the unity of its theoretical and practical components. It is noted that in the Soviet period of the history of Russia (in the USSR), the category of «foundations» was in demand and actively used in the implementation of the legal regulation of social relations. At the level of the USSR, the Fundamentals of Legislation of the USSR and the Union Republics (further – Fundamentals) were adopted on those issues on which the Union republics adopted their own codes. By means of the Fundamentals, the unity of legal regulation of the relevant types of social relations falling under the scope of legal influence was ensured. The Constitution of the Russian Federation of December 12, 1993 does not provide for the issuance of federal legislative acts in the form of the Fundamentals. But the category of «basics» is not totally forgotten. In a different context it began to be used in law-making activities in the Russian Federation. It is indicated what is the value of the category «foundations». At the same time, attention is drawn to the fact that in the sense of the category «fundamentals of law» the concepts of «legislation», «legal regulation» are also used.
