Legal initiative is manifested in various forms of implementation. In terms of its content, it is much more voluminous than a legislative initiative. It may be part of the legislative process, precede it or have no legal connection with it. It is implemented by the main and optional subjects. Subjects of legal initiative – these are individuals or legal entities (individual or collective entities) who, for reasons of personal needs or official duties, create the possibility of changing the cultural, political, legal, religious or other areas of public life. These transformations are necessary for their rational and meaningful systematization in order to effectively protect the rights of individual freedoms, the rule of law of various forms of ownership, the foundations of the constitutional system of the federal structure and other democratic values.
