ORGANIZATIONAL AND LEGAL BASES OF PROTECTION OF THE RED ARMY’S MILITARY REAR AND THE ACTIVITIES OF BARRAGE DETACHMENTS IN THE FIRST PERIOD OF THE GREAT PATRIOTIC WAR (1941–1942)

Abstract (English):
The article deals with the issues of legal regulation of the organization and activities of the institution for the protection of the military rear, as well as barrage detachments – units created at the beginning of the Great Patriotic War in the structure of the NKVD of the USSR, and then the NKO of the USSR. The author discusses the reasons for the creation of these formations, points out both subjective and objective factors that influenced the need for the emergence of a protective service, reveals the process of creation, transformation and unification of different types of protective units. The main focus of the work is on the analysis of the legal framework for the activities of the barrage detachments: the normative goals and objectives of the forces involved in the protective service, their structure, powers and departmental affiliation are given. At the end of the study, statistics are indicated that objectively reflect the results of the activities of the barrage detachments and characterize the measures of influence applied against the detained persons. In order to confirm the importance of the problems studied and some of the author’s conclusions, the work presents the memories of veterans of the Great Patriotic War about the barrage detachments.
