SOME ELEMENTS OF OPERATIONAL-SEARCH CHARACTERISTICS OF ILLEGAL ATTACKS ON THE PROPERTY OF COMMERCIAL ORGANIZATIONS IN STATE (MUNICIPAL) OWNERSHIP

Abstract (English):
The article is devoted to the study of the patterns of illegal encroachments of an economic and corruption nature, the subject of which is the property of commercial organizations that are in state or municipal ownership. The key aspects of the mechanism of criminal activity are the interdependence of officials of the executive body – the founder of the enterprise and its managers, “chronic” unprofitability and ineffectiveness of internal control measures. For the purpose of greater clarity and detail, the publication provides an illustration of the criminal mechanism with a description of the features of each stage. The patterns presented in the publication were discovered by the authors as a result of an analysis of current empirical material, taking into account the scientific approaches developed by researchers of this issue. A conclusion is drawn about the typicality of the identified violations and their widespread occurrence in the territory of the Russian Federation. In order to more effectively counter these illegal manifestations, the authors concluded that it is necessary to increase the level of awareness of all interested parties in the relationship, as well as to prepare appropriate methodological recommendations for combating the crimes in question.
