The article analyzes the concepts of constitutional and international control in the theoretical and legal sense as a tool for achieving the necessary regime of legality, taking into account the emerging modern legal paradigm of the development of society and statehood. It determines the role of constitutional control as a basic guarantee of achieving stability in the legal regulation of the Russian state. A discourse is onducted on the relationship between domestic and international law in the process of law enforcement discretion and their impact on the mechanism of ensuring legality is conducted. Taking into account the modern development of society and Russian statehood, the epistemology of decisions made by international bodies and the Constitutional Court of the Russian Federation in the process of regulation, legal regulation, law and order is analyzed. In a theoretical understanding, the reasons and conditions for the emergence of the priority of domestic legal regulation are determined. Based on the conducted theoretical and legal research, a conclusion is drawn about the impact and results of the transformation of legal reality in institutions of constitutional and international control, considering the objective reality of the development and existence of domestic legality and law and order.
