The reasons for the increase in the number of cases on administrative offenses related to the promotion of narcotic drugs, psychotropic substances or their precursors in the Rus sian Federation

Abstract (English):
The article examines the possible reasons for the increase in the number of cases of administrative offenses for such offenses as propaganda of narcotic drugs, psychotropic substances or their precursors, plants containing narcotic drugs or psychotropic substances or their precursors, and their parts containing narcotic drugs or psychotropic substances or their precursors, new potentially dangerous psychoactive substances. The author comes to the conclusion that in the conditions of digitalization of society, propaganda of any orientation affects society more effectively. Taking into account the experience of foreign researchers who consider propaganda to be a global quasi-ideological activity, it is proposed to pay closer attention to the semantic content of drug propaganda. As a result, the author comes to the conclusion that law enforcement agencies need to pay attention to such content that attempts to convince the consumer of the positive effects of drugs. Any content in which the author comes to the conclusion about the dangers of drugs should not be limited to publication and distribution due to the importance of such an issue and the need to broadcast the real outcome of drug addiction.
