Based on published documents and scientific literature, the article examines the development of legal institutions in Russia in the era of the final formation of the absolute monarchy. The authors characterize the sources of law of the period under review, analyze industry legislation, and pay special attention to serfdom and class legislation of the Russian Empire in the 18th century. The authors come to the conclusion that the legal formalization of the absolute monarchy occurred most intensively during the reign of Peter I.
