The article is devoted to the study of the essence of professional competence of internal affairs officers. The authors analyze the approaches of a number of Russian scientists to the definition of both general concepts of “competency” and “competence”, and special ones – revealing these definitions in relation to the profession of an internal affairs officer. Based on the analysis of scientific literature, as well as the content of Federal State educational standards of higher education, the structure of professional competence of an internal affairs officer is determined, which includes educational (the formation of universal competencies), general professional (the formation of general professional competencies), specially professional (the formation of professional competencies) and personal (the formation of professionally significant personal qualities) components. The concept of “professional competence of an of internal affairs officer” is clarified in the context of the works of the founder of the “competence approach” A. V. Khutorskoy and O. V. Evtikhov.
