Abstract (English):
V nastoyaschey stat'e avtory rassmatrivayut integracionnye politicheskie i pravovye processy, proishodivshie s momenta provozglasheniya sovetskoy vlasti i do obrazovaniya SSSR kak osoboy formy gosudarstva; otmechayut mnogoetapnost' v sozdanii soyuznogo gosudarstva i issleduyut dogovory i soglasheniya mezhdu otdel'nymi sovetskimi respublikami 1921–1922 godov, stavshie predvestnikami soyuznogo dogovora. Zdes' vydelyayutsya i harakterizuyutsya osnovopolagayuschie yuridicheskie dokumenty – Deklaraciya i Dogovor ob obrazovanii SSSR 1922 g. Otdel'noe vnimanie udelyaetsya al'ternativnym modelyam territorial'noy organizacii novogo gosudarstva – «stalinskoy avtonomizacii» i planu Lenina. Esli proekt Stalina predusmatrival vhozhdenie sovetskih respublik v sostav RSFSR kak avtonomiy, to leninskiy proekt osnovyvalsya na sozdanii v perspektive nekogo vsemirnogo soyuza socialisticheskih gosudarstv, pervymi chlenami kotorogo i dolzhny byli stat' sovetskie Ukraina, Belorussiya i Zakavkaz'e.
