Abstract (English):
In the first part of the article, the authors formulated their vision and main assessments of complex and contradictory processes in the history of the formation of Russian statehood and society, in which there were manifestations of hostility, hatred, violence, and criminal extremism. In the second part of the article, the authors draw the attention of readers and researchers to the fact that the only and first in the world, as well as in the history of mankind, new state and political entities – the Russian Soviet Federative Socialist Republic, as well as the Union of Soviet Socialist Republics formed on its basis opened a new format of human civilization to the world. This was a previously unknown political, economic and social system of socialism, which became a truly global and unifying political and social project in its real embodiment in a new format of general social values for the working people. The authors note that the post-Soviet reality in Russia gave birth to its own capitalist reality at a different social and economic level, and a contradictory culture based on it. In this series of social changes, the “Soviet” man and citizen quickly began to change mentally, and their trusting attitude towards the institutions of the state and society was mercilessly used in the schemes of capitalist manipulation. The peculiarities of ethnic, national, religious and international sources and forces in the society were turned to use for private and narrowly practical purposes and interests, which revealed a number of contradictions. In addition to renaming the militia to the police, the society did not note any serious changes in the organization of law and order, law enforcement, in the content of criminal policy, justice. At the same time, manifestations of an extremist nature in the behavior of some individuals and groups, which are based on the previous (pre-socialist) interethnic, interreligious contradictions, as well as the negatives of intersocial demarcation, were clearly exposed and exacerbated. All this requires a correct and adequate rethinking, including views and approaches on the role and importance of measures to counter acts with extremist motives and goals in criminal policy. In this series of relevant acts, there is, in particular, the crime of “Incitement of hatred or enmity, as well as humiliation of human dignity” – Article 282 of the Criminal Code of the Russian Federation.
