The relevance of the study is due to the development and adoption of the concept of operationalsearch policy today, which, in the author’s opinion, is one of the priority tasks of scientific and educational organizations of the Ministry of Internal Affairs of Russia. The need for its earliest solution is primarily due to three interrelated circumstances, namely: 1) the search for new forms and methods of combating crime as a threat to national security; 2) the receipt of some distribution of transnational crime; 3) the need to develop a system of measures to adequately counter them.
