В статье с учетом изменений Конституции Российской Федерации в 2020 г. и актов Президента Российской Федерации о национальной и молодежной политике, защите традиционных культурных ценностей обозначены главные конституционные детерминанты управления в сфере образования на местном уровне. Установлено, что по расположению в тексте Конституции Российской Федерации регулирование муниципального управления образования базируется на четырех основах: регламентация конституционного права на образование; закрепление сферы образования как «базиса» для зашиты традиционных ценностей и обеспечения исторической и культурной преемственности; обозначение вопросов образования в компетенционных нормах Главы 3 «Федеративное устройство»; регламентация полномочий местного самоуправления в области социальной и культурной политики.

Taking into account the changes to the Constitution of the Russian Federation in 2020 and the acts of the President of the Russian Federation on national and youth policy, protection of traditional cultural values, the article identifies the main constitutional determinants of management in the field of education at the local level. It has been established that, according to the location in the text of the Constitution of the Russian Federation, the regulation of municipal education management is based on four principles: regulation of the constitutional right to education; consolidating the education sector as a “base” for protecting traditional values and ensuring historical and cultural continuity; designation of education issues in the competence norms of Chapter 3 “Federal structure”; regulation of the powers of local government in the field of social and cultural policy.
