Ратификация Российской Федерацией в 2008 году Конвенции ООН «О правах инвалидов» (принята резолюцией 61/106 Генеральной Ассамблеи ООН 13 декабря 2006 г.) и, как следствие, изменения в национальном законодательстве страны привели к важному событию в жизни глухих людей − признанию русского жестового языка (далее – РЖЯ) государственным языком общения для людей с нарушениями слуха. В подобных обстоятельствах федеральным законодательством и ведомственными нормативными актами МВД России установлена обязанность сотрудников полиции владеть навыками РЖЯ. С 2016 года в образовательных организациях МВД России предусмотрена реализация программ, предусматривающих изучение РЖЯ. Вместе с тем организация образовательного процесса выявила целый ряд проблем, с которыми столкнулись как преподаватели, так и сами слушатели при освоении РЖЯ (недостаточная разработанность дидактической базы, различный уровень подготовки слушателей, проблемы отсутствия профессионально подготовленных кадров для реализации программ, сложности поддержания познавательной активности слушателей и др.). В статье отражены современный уровень достижения науки и практики по обучению навыкам РЖЯ, а также результаты работы по организации занятий и созданию методических подходов по изучению РЖЯ, способы преодоления имеющихся проблем, выработанные в Брянском филиале Всероссийского института повышения квалификации сотрудников МВД России.
The ratification by the Russian Federation in 2008 of the UN Convention “On the Rights of Persons with Disabilities” (adopted by resolution 61/106 of the UN General Assembly on 13.12.2006) and, as a result, changes in the national legislation of the country led to an important event in the life of deaf people − the recognition of the Russian sign language (further – RSL) as the state language of communication for people with hearing impairments. In such circumstances, federal legislation and departmental regulations RSL. Since 2016, educational organizations of the Ministry of Internal Affairs of Russia have been implementing programs providing for the study of RSL. At the same time, the organization of the educational process revealed a number of problems faced by both teachers and students themselves when mastering the Russian sign language (insufficient development of the didactic base, different levels of training of students, problems of the lack of professionally trained personnel for the implementation of programs, difficulties in maintaining the cognitive activity of students, etc.). The article reflects the current level of achievements of science and practice in teaching the skills of RSL, as well as the results of work on the organization of classes and the creation of methodological approaches to the study of RSL, ways to overcome existing problems developed in the Bryansk branch of the All-Russian Institute for Advanced Studies of Employees of the Ministry of Internal Affairs of Russia.
