В данной статье автором проведен обзор и анализ процессов, связанных с профессиональной подготовкой и квалифицированным обучением работников милиции в период 1941–1945 гг. Актуальность выбранной темы вызвана тем, что рассматриваемый временной промежуток был одним из наиболее трудных и весьма напряженных в отечественной истории как в целом для страны, так и для укрепления кадрового потенциала милиции и деятельности ее учебных заведений. Автор акцентирует внимание на том, что несмотря на возникающие трудности в военные годы, благодаря подготовке правоохранительного кадрового потенциала и его последующей работе в сфере охраны правопорядка и противодействия преступности, была обеспечена государственная работоспособность и жизнедеятельность всей страны. В течение всего военного периода в стране не произошло серьезных нарушений в сфере охраны правопорядка, хотя военная ситуация была напряженной и сложной. В процессе исследования автором делается вывод о том, что во время Великой Отечественной войны милицейское образование подверглось существенной реорганизации, начиная от изменений в учебном процессе и заканчивая режимом служебной деятельности. Также обращается внимание на то, что ведомственным учебным заведениям отводилась важная роль в деле подготовки милицейского кадрового потенциала. В этот исторический период не прекращался поиск наиболее оптимальных моделей и результативных вариантов и способов профессионального обучения работников милиции.

The article provides a review and analysis of the processes related to the professional training and qualified education of militia officers from 1941 to 1945. The relevance of this topic is due to the fact that this time period was one of the most difficult and challenging in Russian history, both for the country as a whole and for strengthening the personnel potential of militia and the activities of its educational institutions. The author emphasizes that, despite all the difficulties that arose during the war years, the training of law enforcement personnel and their subsequent work in maintaining law and order and combating crime ensured the functioning of the entire country. Throughout the war, no serious violations in the field of law enforcement occurred in the country, despite the tense and complex military situation. The author concludes that during the Great Patriotic War, militia education underwent significant reorganization, ranging from changes in the organization of the educational process to changes in the regime of official activities. It is also noted that departmental educational institutions played a key role in developing militia personnel. During this historical period, the search for the most optimal models and effective options and methods for professional training of militia personnel continued.
